I think that the scale of TransQuery is very similar to that of the W3C
"Associating Style Sheets"[1] Recommendation.
The purpose of that specification was to provide a particular name
["xml-stylesheet"] to give to an existing construct [processing
instructions] to have a particular meaning. Strictly speaking, it was not
technically necessary. However, it was necessary to prevent ad-hoc ways of
[associating stylesheets] and encouraging an interoperable way of
[associating stylesheets]. It was also important that the spec be released
fairly quickly to serve this immediate purpose, with the acknowledgement
that future W3C work could render it obsolete.
Replace the bracketed portions above with "{http://www.xmlportfolio.com/transquery}input",
"top-level parameters", and "multiple document input", and you'll have a
good idea of what TransQuery's scope and intent is.
